Mark Dowling and Marcel Jones were roommates at Harrison House. Dowling had the top bunk and Jones had the bottom. They did not get along.

Berkeley police and local officials have expressed strong concerns. Investigations are ongoing.

The homicide victim has been identified as shelter resident Marcel Jones.

Berkeley had 31 shootings in 2024 leaving three dead and seven wounded. There were 35 shootings, wounding eight people, the prior year.

Arriving officers found a man with multiple gunshot wounds inside the building. Attempts to revive him failed.

First responders performed CPR on the man when they reached him, but he was pronounced dead at the scene, according to radio traffic.

According to emergency traffic reviewed by The Scanner, the suspect reached speeds of at least 70 mph during the chase.
